Greener, fairer, stronger.

From April 1st 2020, our new geographical footprint of York and North Yorkshire arises from a position of strength. Strength in our delivery of our Local Growth Fund and European funded projects, strength in our vision and direction for the future of our region in our Local Industrial Strategy, and strength in our continued partnerships with Leeds City Region and the Humber.

Emerging from the COVID-19 pandemic, our region, like every region across the nation, has suffered a major economic shock. With an economy built on small and micro businesses, many of which are in B2C sectors, the impact has been felt beyond economics. Communities, the livelihoods of families and individuals have been impacted greatly. The community response is something that our region can be proud of, a coming together with a common goal and shared values to support one another across this huge and diverse landscape.

Like any crisis, how you emerge is to a certain extent, a matter of perspective. It is our belief that by working together across our local areas and our strong network of partners, by listening to businesses, we can emerge from the COVID-19 pandemic with an economy that is greener, fairer and stronger.

The crisis has amplified the need for us to deliver against the priorities laid out in our Local Industrial Strategy, legitimising our longer term vision. We must capitalise on our unique capability to deliver good growth through green technologies and secure a prosperous future for York and North Yorkshire.

Our LEP is proud to work from the ground up, engaging in partnership locally, meeting people face to face, making plans and decisions together. Through the COVID pandemic we have had to adapt quickly and effectively to keep these values alive.

My wholehearted thanks go to our partners, not only for supporting delivery in the region over the past year and more, but particularly for rising to this recent challenge with us. Also importantly to our staff who have worked extremely hard under difficult circumstances to ensure we continue to deliver our priorities and services. The board and its subsidiaries also deserves recognition for giving such positive direction and guidance. There will undoubtedly be more challenge to come, and without this passion and commitment any organisation cannot succeed. But we have so much which will take us forward through the next challenges and beyond. I know that together we will continue to strive to deliver good growth in York & North Yorkshire, growth that’s good for people, good for the planet and good for business.

Local Industrial Strategy Consultation

It was imperative that we built our Local Industrial Strategy with our partners, region wide. At our Annual Conference in 2019, we delivered the first workshops to kick start this journey of collaboration and shared visioning.

Since then, we have collaborated with 402 key stakeholders through a series of 21 presentation and feedback sessions.

PR and think pieces to support our consultation process gained a combined reach, in print and online, of over 2.8 million.

We received submissions of written feedback from over 40 organisations and businesses following consultation on our Emerging Priorities.

Our Local Industrial Strategy sets out shared priorities and a vision for York & North Yorkshire, building a future for the region that is stronger because we are working together.

Local Industrial Strategy Priorities

Our vision for York & North Yorkshire is to become greener, fairer and stronger as England’s first carbon negative regional economy. By better connecting the capability within and around our distinctive places we will harness the potential in our highly skilled resident base and provide productivity growth that levels up local wages.

Our region’s USP: Clean Growth enabled by the Circular Bio-economy

York and North Yorkshire has unique innovation and industrial capabilities, along with the diverse and extensive landscape required, to demonstrate and deliver carbon sequestration at a scale that will enable us to become England’s first carbon negative region. Our assets include:

  • World leading bio-economy and agri-tech innovation assets.
  • Industrial innovation including carbon capture and storage.
  • Two national parks and three Areas of Natural Beauty providing the opportunity to increase agricultural and food productivity whilst delivering natural carbon reduction opportunities.

Our region can deliver a nationally significant contribution to UK’s ambition to be carbon neutral by 2050.

Priority 1 Highlights

Transport investment is connecting our places, unlocking future housing and economic growth opportunities across the region. We have invested more than £70m of Local Growth Fund (LGF) to enhance major junctions and build new roads to open up sites for development. This includes major investment in Northallerton, Skipton, Bridlington and Scarborough.

More than £9m has been invested to help double the number of trains between Harrogate and York, a hugely important strategic development to better connect two major economic hubs within the region. We have also invested our LGF allocations in greener transport options with £220,000 funding a cycleway linking Rufforth and Knapton and £1.35m to help bring 155 electric vehicle charging points and a HyperHub to York.

Our Local Energy Strategy is seeking to accelerate the regions transition to a resilient, low carbon economy. Over the last year we have made progress against this vital agenda, helping businesses and communities to forge change:

  • £100k secured to fund 2 bio-economy projects for 3 anaerobic digestion facilities and one to create biomass pellets from land management waste streams.
  • We have helped communities in Ryedale and Richmondshire to secure £250k from BEIS’s Rural Community Energy Fund (RCEF). This will support 7 projects, bringing communities and business together to take action on climate change and develop resilient, green communities.

Case Study: Priority 1 in Action

Future Towns

Market towns are the heartbeat of the rural economy and we are committed to ensuring they are fit for the future.

Our Future Towns work, underpinned by localised data, informs both LEP and Local Authority strategies to respond to unprecedented changes. The next step for this work is the publication of a report commissioned by the LEP. The report explores the opportunities and challenges facing towns in the LEP area over the long term (up to 2040). It also considers how towns can respond to major economic, technological, social and environmental trends to achieve the economic transformation envisaged by the Local Industrial Strategy for York and North Yorkshire.

A final report, including recommendations, is to be shared. Driven by analysis of 15 towns, it will present an ambitious vision for how towns in the LEP area can be strong and resilient ‘21st century towns’ which are drivers of economic growth and are relevant, desirable and successful.

Case Study: Priority 1 in Action

The centre of Northallerton is being transformed.

What was once a prison site, now sits at the centre of an ambitious and future facing ambition for Northallerton’s town centre.

A £17m revamp of the former prison will create Treadmills, a new retail, leisure and business site in the town. The LEP secured £1.8m for the scheme, which is being used to redevelop and re-fit buildings to create a digital hub. This will draw new businesses into the town centre, support existing firms and retain talent in the area. This will invigorate access and innovation to agri-tech in the surrounding agriculturally driven economy.

Treadmills is part of wider investment in Northallerton of almost £11m overseen by the LEP. Infrastructure funding is paving the way for more housing and transport links, building on the LEP’s ambitions for our market towns to be successful and fit for the future.

Priority 1 COVID-19 response

Free online trading offer for businesses

Businesses across York and North Yorkshire have been offered free access to online trading.

The York & North Yorkshire Growth Hub has invested in community led shopping platform, ShopAppy.com, allowing local businesses to have free 12-month subscriptions to the site. Launched in May, the scheme aims to tackle the short-term impact of lockdown and provide a platform for growth. Supporting small and micro businesses to embrace technology and get online can provide these businesses with long term resilience against events that usually force a stop in trade – such as flooding and this COVID-19 pandemic.

Businesses can start trading online with limited technical know-how while collaborative working in communities is encouraged to provide local delivery options.

Priority 2 Highlights

To fulfil their full potential, it is essential that young people benefit from ambitious and informed careers programmes that showcase the jobs of today and the future -  7,607 students from across York & North Yorkshire have attended a careers event delivered by our partners, The Careers and Enterprise Company and NYBEP.

To help businesses in our region develop the right skills to grow, we have invested in 1,775 businesses’ skills and training support, through Skills Support for the Workforce. By the end of 2020, almost another 1000 businesses will receive this support.

Through the LEP’s Skills and Employability Board, £75k was invested in analysing our local skills and labour market.

  • Identifying clear & current workforce needs and drivers, our labour market analysis report was praised by government for spotlighting future growth opportunities in the region.
  • This study is fuelling skills development in York & North Yorkshire to enhance the employment prospects of our people and support a greener, fairer stronger economy.

Digital training supports Women Mean Business

Women Mean Business owner grew her membership base by 67%, thanks to Skills Support for the Workforce digital training.

With support in social media skills and website optimisation, her business is now promoted on several new online platforms and regularly hosts popular live streaming events to benefit the wider business community.

Ilke Homes supports Harrogate High School and Careers Leaders

Responding to COVID-19, Lisa Avins from Ilke Homes and Enterprise Advisor for Careers and Enterprise Company, delivered an interactive Microsoft Teams session to students at Harrogate High School.

Over a dozen students benefited from the personality profiling; one of many events the business hope to run for students as an effective way of preparing them for the world of work.

Additionally, Ilke homes have engaged local career leaders through site tours and presentations, showcasing potential careers within the growing modular construction industry. Raising aspirations of young people and increasing the quality of careers advice is key to developing a talented future workforce.

Priority 2 COVID-19 response

Unemployment figures are rising as we emerge from the immediate impact of COVID-19 pandemic. As a response we wanted to ensure that we were able to help people back into work as soon as possible. We also wanted to help businesses look beyond the immediate impact and build their business resilience for the longer term, enhancing employment prospects and supporting a greener, fairer stronger economy.

Jobs Fuse was launched in partnership with National Careers Service, DWP and the Growth Hub to connect employers and individuals with employment opportunities during COVID-19.

Promoted online, it provides access to a one-stop shop of employment support.

Priority 3 Highlights

Carbon Neutral Circular Economy

This programme of work aims to help businesses transition and benefit from our ambitions for York & North Yorkshire as a carbon negative region by 2040.

  • We launched Circular Economy Strategy in November 2019
    • 100 stakeholders joined us to develop collaborative projects and to celebrate being the 1st LEP in country to adopt a Circular Economy strategy with the aim to transform the entire economy to a circular model.
    • This work was identified through the Foreign Office “Smart Sustainable Cities” initiative as a best practice example of adopting Circular Economy
  • We also launched ReBiz SME support- a programme targeting 100 businesses in region to become more resource efficient and adopt circular business models
York & North Yorkshire Growth Hub

This year the York & North Yorkshire Growth Hub delivered free business advice to:

  • 13,333 individuals and businesses with ‘light touch’ support, which includes ‘light touch’ triage, information and/or signposting.
  • 26,404 unique visitors to the website.
  • 447 businesses with ‘medium intensity’ support, which includes diagnostic and brokerage.
  • 59 businesses with ‘high intensity’ support which provides account management and intensive mentoring directly provided by the Hub or partner organisation.

The ynygrowthhub.com website launched on the 1 April presenting a new brand and aligning with the LEP.

Case Study: Priority 3 in Action

Circular Yorkshire Logo Circular Yorkshire

Circular Yorkshire Month in November 2019 saw partners rally together to raise awareness of the circular economy and to promote Yorkshire’s ambition to be the UK’s first circular region.

This multi-faceted campaign saw over 500 people attend a range of events. SMEs benefitted from a “6 Benefits to Business” guide to get them started with circular economy in their businesses, and across Yorkshire people started to talk about #CircularYorkshire.

Circular Malton And Norton Logo Circular Malton

Borne out of Circular Yorkshire, the Circular Malton & Norton initiative aimed to create Yorkshire’s first circular market town. Bringing together diverse community groups to test circular approaches, the vision is to create a "successful, appealing, healthy, happy market town".

The group has supported businesses and individuals as part of a “Cut your Carbon Footprint” event and plans to hold a larger, follow-up event "How to have a Thriving Business AND achieve Carbon Net Zero" in November.

KeepSafe launch helped by the Growth Hub

The Growth Hub assisted North Yorkshire engineering firm Sylatech for more than year, exploring ways of growing their business. As lockdown came into force, the focus turned to supporting a new product – The KeepSafe, a handheld device helping users avoid contact with surfaces and help limit the spread of COVID-19. With a copper content of 79%, the KeepSafe has antimicrobial properties known to kill viruses and germs. The Growth Hub connected Sylatech with potential clients and funding sources before the product was successfully launched in May.

Priority 3 COVID-19 response

Crisis Communications

Having clear and consistent communications for businesses across the region, was absolutely vital as the COVID-19 pandemic hit and lockdown came into force. Our communications and Growth Hub teams collaborated with partners across the region to help businesses connect to available support and keep a pace with the dynamic and fast moving changes as the crisis unfolded.

Between lockdown starting on 16th March and the end of May:

  • 42 information/ sign-posting and support packed emails were sent to 300 business networks and intermediary organisations to help amplify consistent messages to businesses.
  • 4571 unique visitors to our COVID-19 webpages.
  • We joined up working with North Yorkshire Local Resilience Forum and Cabinet Office to ensure that key messages reached 300,000 impressions through our social media channels.
  • 34 businesses signed up to ShopAppy in the first weeks of launch and 211 businesses signed up to our practically focussed webinars.
  • Intelligence gathering from over 200 businesses and 20 organisations collated in weekly reports direct into government to influence policy response.

Priority 4 Highlights

Flood Management

Homes and businesses are better protected from flooding following LGF investment of more than £6.6m. Two projects in Whitby – Church Street and Whitby Piers – are the latest to be completed. Flood alleviation investment has also been made in Skipton, Tadcaster, Pocklington, Malton & Norton and Dalton

Natural Capital Study
  • Last year, the LEP commissioned research to understand the importance of natural capital to the York and North Yorkshire economy. The study found natural capital contributed £20bn to York and North Yorkshire economy, equating to 10.9% of total GVA.
  • Our natural capital makes a significant contribution to sectors such as agriculture, tourism and food manufacturing, whilst also supporting skills retention, inward investment, and the physical health of the workforce across the wider economy.
  • There is an opportunity to grow our natural capital economy by 31% by 2050, worth £946m in GVA, through the expansion of existing direct industries, such as forestry and tourism (increasing by 102% and 33% respectively), as well as supporting the growth of indirect industries such as food manufacturing and bio-tech (by 8% and 136% respectively).

Case Study: Priority 4 in Action

Connecting Landscape and Economy

Yorkshire’s stunning landscapes have a direct impact on the success of the local economy. Yet few businesses have the means of making full use of that.

Landscape Enterprise Networks, which LEPs play a key role in, drive business value and investment into healthy landscapes. The latest work in this area has seen the River Skell area near Ripon being identified as a focus point. Working in partnership with the National Trust, opportunities to build business links between hospitality and heritage interests and traditional estate landscapes are beginning to be explored.

The UK’s first tree health centre is being built in North Yorkshire.

The Tree Health Centre at Yorkshire Arboretum will provide a base for specialist training, helping to protect landscapes and contribute to tree health in the UK and beyond. The LEP secured £286,000 of Local Growth Fund investment to support the build.

Priority 4 COVID-19 response

Land management and our carbon reduction plan

Making best use of our area’s landscape can pave the way for our ambitious carbon reduction plan.

  • The LEP has launched a vision for an economic recovery plan, with six areas of focus to tackle the economic impact of COVID-19. Called Greener, Fairer, Stronger, the plan will shape the policy and future funding decisions for the York & North Yorkshire area and help stimulate the economy as the region emerges from pandemic.
  • Our ambition is to be the UK’s first carbon negative region – carbon neutral by 2034 and carbon negative by 2040. Our natural landscapes have substantial potential to store carbon, preventing its harmful release into the atmosphere. We understand how our forests and repaired peatlands can store carbon and reduce emissions by 1.1 Million Tonnes of Carbon/Year by 2038.
  • Our strengths in innovation and bio-technologies, combined with the backing of world-leading anchor institutions like the University of York means we have both the appetite and capability to make this happen.

Grow Yorkshire launched a scheme to help farmers connect with consumers and retailers.

Thanks to funding from the York & North Yorkshire Growth Hub, free subscriptions to ShopAppy.com provided an online platform for trade. The scheme aimed to shorten supply chains affected by lockdown and promote future growth opportunities.

The COVID-19 pandemic has hit our region hard. The scale of economic impact across the region is unprecedented and has landed hardest on those who already had the least. It’s been tough, with people’s lives and their livelihoods turned upside down. If you need help, we urge you to get in touch with us. We are at a moment in time where we must come together to create change.   • Rapidly reconfigure skills delivery to respond to changing demand and new ways of learning.
  • Rejuvenate public spaces and town centres as places that work better, making them safe, greener and fairer for those who live work and visit in them.
  • Bring an end to digital disadvantage, ensuring that we are better connected and digital technologies are accessible to everyone
  • Stimulate job creation and business growth, by accelerating the transition to a greener, carbon negative region.
